Read moreOn October 25, 2011, A Memorandum of Understanding (MOU) was signed by the Hispanic American Police Command Officers Association (HAPCOA), National Asian Peace Officers Association (NAPOA), National Latino Peace Officers Association (NLPOA), National Organization of Black Law Enforcement Executives (NOBLE), and the Women in Federal Law Enforcement (WIFLE) forming the National Council of Law Enforcement Organizations (NCLEO). Under the NCLEO, all of the organizations will work together to assist in furtheringdiversity in the law enforcement field, to include, recruiting, training and promotinghighly qualified diverse candidates. NCIS Special Agent in Charge Tony Cox, who also serves as HAPCOA's National President, was instrumental in the creation of this MOU and council.
